Emerging and disruptive technologies (EDTs) are reshaping the balance of power. From quantum sensing to synthetic biology and advanced AI governance, our research examines the pathways through which these innovations become operational force multipliers or strategic destabilising factors.

We assess EDTs not in isolation, but through the lens of dual-use potential — technologies that can simultaneously advance civilian capability and military power projection. This includes horizon scanning, adversary capability tracking, and the development of innovation adoption models that align R&D investments with long-term geopolitical positioning.
